targa or coupe

Does anyone what the regulation for racing a coupe is ( roll bars, seat belts, fire ext. etc.) and could u get away with using a targa instead of a coupe?

are you talking about ACTUAL racing or just going to a track event? If you are talking about either, then leave the roof on and you will need a roll cage for both. If it is just an HPDE then neither *need* any safety equipment, but just a bolt-in cage will drastically help the flex that targas get. This applies to porsches btw. if you are talking about a CONVERTIBLE (not the same thing as a targa) then that is a different story.
